You need to make your own mods. I’ve written about the possibilities of making your own mods, but even then, the only thing that matters is that you can’t play it to perfection.
The rules of game design are pretty much the same for every game. You need to be able to build, edit, and publish your own game rules. When you make your mods, it’s just like the rules in an open-ended universe. The only thing you need to do to make them is make sure that you can control their effects, and that your mods are the right tool to use.
To me, a good mod is pretty much the same as a good game rule: You can build, edit, and publish your own rules, and then you can control them.
